Broadly correct; there is a SSIN in first draft which will deal with this.
Also, the intention (I think) is that late comers will be dealt with by
including them on the later notification files; we will confirm attendance,
and will them be paid automatically either in the main mid-February payment
or at the end of each month thereafter

Am I correct in thinking that Universities will not have to raise
a formal invoice document to the SLC for the bulk payment of fees
(after 1 Dec 1999) but merely annotate their combined fee
notification and attendance schedule, and return it in
December/January to claim payment in February 2000?
I pressume all late-comers (first assessed after 25 Nov 1999) will
have to have an invoice/bill along with the amendments Roger mentions
in the e-mail.
