According to the letter from DfEE dated 16 November 1999 (paragraph4) '
institutions will not be able to use the schedule to determine whether a
student's LEA knows that he has withawn from, transferred from or suspended
his course, as recommendind in paragraph 22 of SSIN 58/99'
because (and dare I say this is typical of the DfEE/SLC)
'the new standard processes for reporting withdrawals, transfers and
supensions will not become operational unrtil early in the new year'.
We have therefore decided only to mark with an X those students who should
not receive a second cheque becuase they have withdrawn from the College or
a course which would normally entitle them to funding.

At Cardiff we have exactly the same problem. We have also found that in
several cases errors in student data (course code/year of study)
that are not attributable to LEA error, but to the SLC. We have now reported
these errors three times to the LEA, and in 90% of cases they have checked
their records and informed us that their data matches ours. It is worrying
that despite our last notification to LEA's in November and receipt of the
attendance schedule there has been very little amendment to the data.
I would agree that because the LEAs are holding correct data, they have
appeared unwilling to pass this information on to the SLC,
and that there seems to be no direct way for HEIs to inform
the SLC without going through the LEAs.
We are also concerned that unless these errors are
corrected by the SLC, students may well be affected by the SLC reclaiming
monies paid, and HEIs won't be receiving fees
in respect of such students. At Cardiff we have 754 students
(out of 7,500) with errors, some of which will be correctly
held by LEAs.
As we have so far made two attempts to amend the data via the LEA's to the
SLC (and just made a third attempt) we are concerned that this issue may not
resolve itself in time for the next payment.
In addition as 'X' will be used for both non-attendance and incorrect
course/year of study on the schedule, how will the SLC distinguish between
the two types of student? Are there any procedures for retrospectively
claiming attendance and fee payments for students we identify on the
attendance schedule as having incorrect courses/year of study?
We would support any initiative to try and resolve these issues prior to the
CVCP survey.
