I would suggest that your colleague took a look in to the development of the Orestad, or the Sound City or whatever they decide to call it, as a spin-off of the building of the Oresound Bridge between Sweden and Denmark. Part of the financing of the infrastructures actually comes from selling real etate in the area. I think that the Orestad Development Corporation got the real estate resources more or less for free with the purpose of exploiting the expected value increases as a means of funding.
