We are looking at the options for implementation of Transport Impact
Assessment in Western Australia. The focus is to consider the way in which
sub-division and development applications are assessed in the current
planning process - and suggest how this could be improved.
So we are looking for examples of good practice from around the world on:
- the detail required by planners in order to assess development
applications in terms of their transport impacts -
- does the assessment only consider car access/egress onto the road
network or does it go further in assessing pedestrian, cycle and public
transport access? If so what level of detail for this - building
orientation, lighting, survellance etc?
- how does above differ in relation to differnt types/sizes of
development? Are thresholds specified? If so in what type of planning
guidance - and what weight does it have?
- in relation to car parking - in what circumstances do planners allow
reduce car parking requirements? What mechanisms are used to achieve this?
Do they require a demonstration of hoe development will be accessed by
other modes?
- what planning policy guidance or best practice guides strengthe the
assessment process?
Any help you can give me on this would be much appreciated - comments,
contacts, references and case study examples.
