Funding Issues in Local Government
The Department of Mathematics Statistics and OR consulting group has gained
a contract with Nottingham City Council Treasury Department to provide
specialist statistical and research advice to the City Treasurer. The
project is to help investigate the methods of providing funding to local
government including the interpretation of existing multilevel models.
An excellent opportunity is available for a good honours graduate, with at
least an upper second class honours in statistics or equivalent subjects.
You will work on a three-year project, subject to satisfactory performance
after one year. The work will involve:
* Research into central government funding of local authorities;
* Evaluating different options of funding and their impact on
Nottingham City Council;
* Interpreting and reporting both orally and in writing, official
reports written by the government;
* Using multilevel modelling and other regression techniques to help
explain the central government resource funding for the City Council;
* Identifying, fitting and estimating alternative multilevel models as
required by the City Council.
You will have experience with using statistical packages such as Minitab,
SPSS or SAS, and preferably the MLWin package itself. You will be an
employee of the university, but for 4.5 days a week you will be based in the
City Council Treasury Department which is a short walk from the university.
The other half day a week will be spent in the consulting group's offices at
the university. You will be managed by a senior person at the Treasury and
by senior persons in the departments of Mathematics, Statistics and OR, and
Accountancy.
You will have excellent interpersonal and presentational skills, and be able
to work with others in a team. The work will be of a research nature and so
the successful applicant will be encouraged to register for a research
degree. Appointments will be made on the research assistant grade (£11,199 -
£13,599).
