I was in a similar situation with regards to our site until I was transfered
from IT completely into External Relations/Admissions department with remit
for Internet Marketing Strategy (thankfully dropping all other IT related
responsibilities) and develop a more external targeted, interactive Web
site.
While in IT I was hoping to use a external freelance Web design consultant
to work with me on the project but this move in ExRel more importantly
budget constraints mean make this impossible.
How this will pans out it is too earlier to tell. I am getting more closely
involved in marketing activities (understanding programmes, courses, etc)
and looking at use Internet holistically to improve marketin communications.
In fact this week I'm scoping out the Web site in terms of possible content,
functionality and designs.
In theory I will should have more time to focus on Web development and I
suspect I will still do 90% of development work on the new site and use
contacts for those technical things I don't have expertise to do (advanced
CGI scripting etc). Fortunately I've been on lots of course over the past
year in HTML, Javascript, Photoshop, DreamWeaver etc and am keen to use
these skills.
In my opinion if you are going to have less than 10K than you'd be better
off negotiating with a good Web design consultant, as agencies won't really
want to touch you unless their startups (though come to think of it, there
are probably plenty startups who would take you on for the business!).
