There is a fair amount of anecdotal evidence to suggest that H & S measures were predominantly rejected on economic grounds, though inconvenience features heavily, as does resistance to change and adherence to traditional methods, For example the option of shorter working hours for poorly ventilated areas were rejected in some northern Pennine concerns on the grounds of less pay and loss of prestige. The excellent work catalogued by Mike Gill, with one exception, deals virtually exclusively with later developments in lead smelting.
It is unfortunate that it has taken so long to build on Barker's pioneering work.
