I would suggest using GEBCO '97 Digital Atlas
(Intergovernmental Oceanogrpahic Commission; International Hydrogrpahic
Organization; Natural Environment Research Council)
Contact the British Oceanographic Data Centre (at the Bidston
Observatory)....
we sue this data source to download .dxf files of the areas we are going
to map ....the dxf files load very nicely into ArcView....and they include
a reasonable coastline at 1:250,000 base...as well as bathymetry which can
be altered within ArcView's theme properties....
once you have the GEBCO base map, it's simple to import a table of
sightings (in decimal degrees) and add as a database theme...
NOTE: we only use GEBCO for research and educational purposes....
