I would like to intoduce a new book just coming out:
The Welfare State in Korea: The Politics of Legitimation
Macmillan/St Antony's series. 40 pounds (Hb)
A short introduction of the book is as follows:
Through the analysis of institutional dynamics, Kwon argues that social
policy development in Korea is not due to common exogenous factors such as
international or union pressure, but to the desire of the weakly
legitimated government to have itself legitimised. Such political rationale
is deeply embedded in the structure of social policy institutions and
particularly in the way that the state has played a part in the financing
of social welfare programmes. Kwon shows that the role of the state should
be charaterised as essentially that of a regulator rather than as a provider.
The book moves beyond an institutional approach to include the substantive
outcomes of institutional changes, and in his analysis of outcomes Kwon
covers both perspective of redistribution and the perspective of social
rights.
