Paragraph 29 of JISC Circular 15/98 says the following: "Letters of Intent
are encouraged to assist in administrative and review preparation.
Organisations or persons considering submission of a proposal should send
an electronic mail message with the following statement: "I am interested
in submitting a proposal to the International Digital Libraries Program,"
and include the title and brief abstract of the proposed work, as much as
is known of the list of participants, including the foreign participants,
and the source of funds anticipated for the foreign partners. Letters of
intent will not be refereed or evaluated but should contain sufficient
information about the topic to help in the selection of reviewers."
There is some ambiguity here as to what is meant by "foreign", given that
the letter is to be sent to both NSF and JISC. My suggestion is simply to
list partners in both countries and the expected sources of funding in
both countries. The latter would be JISC and NSF plus any other sources
you may have identified.
Should you be applying under this call in partnership with any country
beyond the US and UK, then you should be very clear about this in the
letter of intent, including the source of funding for the third country.
