We have just had a long discussion with the NSF folks, who are emerging
from DLI2 evaluations. There are several things to report, but the most
critical issue relates to timing of proposals.
a) contrary to any rumours you may have heard, the JISC/NSF programme will
close within a few days of 15 January, 1999. From the NSF's point of view,
this is an ongoing program, and in theory they are willing to accept
proposals at almost any time. But we expect to allocate all of the JISC
funds associated with this programme in a single tranche to those
proposals received around the 15 January target date.
Any UK/US bids submitted after the target date to the NSF will not be
eligible to receive funding from the JISC, and would need to identify some
other sources of funding in the UK.
Other countries will have different target dates for their own purposes,
but all proposals for JISC/NSF must be in by around 15 January.
b) Letters of intent are due a month before the proposals. These are not
assessed as such, being used only to schedule referees. We will continue
to accept letters of intent for another few days in line with the
flexibility in the proposal target date.
