I totally agree with the comments made by Ian Mayfield in his reply.
I did come across an article recently in an academic journal which
has certainly helped me when we receive similar enquiries: admittedly
it refers specifically to South Wales and to one particular EU scheme
and at one particular time, but the principles are of wider
relevance:

It does discuss methods of assessment, which I feel are of global
relevance. At the very least it would bring home to your enquirer the
complexity of the question.
