Actually, David, I was in the 1:1 breakout group and this is not what we
proposed. The Group believes that 1:1 was in fact an open issue at DC5 and
got codified in the report written after the workshop. Also, the Group
feels that, although 1:1 is clearly an excellent method for representing
multiple objects each of which need to be managed separately (e.g. a museum
has a sculpture and a photo of it and a digitization of that photo), there
are other needs which do not require the application of 1:1, and for which
in fact the application of 1:1 is detrimental to both the "cataloger" and
the end user. So we were proposing a reexamination of when 1:1 is and is
not appropriate, a clarification of its application, and a formalization of
its status as a practice, whether allowed, recommended, required or whatever.
