A few journals already make the explicit effort to encourage the free
copying and distribution of written material - see Environment and
Urbanization for example where they state "this journal or parts of it may
be reproduced freely provided the source is cited". Mind you in this case
they are concerned less with making statements about the nature of knowledge
and more about reaching audiences in non-western countries with limited
financial resources.
