Peter raises an interesting question of law, which I suspect, however, may
be moot.
At a major incident, the Medical personnel work for the Ambulance Service.
They are, if you like, temporarily employed in an honorary capacity. Indeed,
the report on Health Services Accreditation (HSA 1997) has established a
contractual basis for this arrangement in general terms. Any approved
Immediate Care Scheme should have these arrangements formally established,
just as they should have established joint working practices with their
local A&E colleagues.
Therefore, the actions of the Triage Officer, or Medical Incident Officer,
or Ambulance Incident Officer, should be covered by Crown Indemnity.
Mind you, of course, I'm not a lawyer ....
