Hi Sheree,
According to the question you posted, I'll give a brief picture of the Portuguese
scenario.
1.Are Physio's primary care practitioners- ie referral from physician
not required?
Portuguese physio's (although the percentage is insignificant) are begining to work
primary health care depts. under the NHS. Pt's are not reimbursed by the Portuguese
Health Authorities. Only doctors are (Physiartrists), so you might assume that in a
certain extent the Pt profession is governed by MD's since at the hospital depts. is the
physiartrist that prescribes the treatments, and that decides when the patient is
discharged or not. Although if you as a Pt want to settle your private practice, there's
nothing to stop you to do it, but you will not reimbursed by the government (it's a funny
situation - a PARADOX - because two models of expertise/knowledge/responsabilities seems
two coexist for the Portuguese authorities meaning that the same professional (Physio)
has differents leves of competence and responsibilities according to the place he/she
practices (under the NHS/Health systems supported by the government vs private practice)
2.Can Physios refer for Xrays, Ct scans etc with the same reimbursement
as if referred by medical doctors?
According to the last paragraph, definatelly no.
3.Is manual therapy and manipulation part of musculoskeletal treatment,
and if so which Manual therapy approach is most used? Is the training
incorporated in the basic degree?
Yes, it is. Unfortunatelly there are no surveys/research done in the country that allows
us to know what kind of approach is much used. Yes, undergraduate students are induced to
manual therapy.
4.Do other allied health professionals eg chiropractors, osteopaths,
etc. practice manual medicine with the same rights/privileges as
Physios?
The Portuguese legislation do not refer to the practice of these professionals, meaning
that there are no specific regulation for the practice of chiropractors and ostheopats.
Although - and according to the law that defines the medical "practice" - MD's are
allowed to execute manipulations.
