Dear Dr. Hernandez:
In the USA, private insurance is primary for employees of major companies
& govt. Public Insurance is primary for the elderly, and a defined group
of the poor. S. Africa also has a mixed system. I think the OECD
documents give a fairly complete picture for those countries.
The definitions get a bit blurry. For examplel, Japan has "private"
insurance for large company employers, but once you analyse the sytem, it
becomes apparent that it is really a universal public insurance plan, with
specified funding sources, not really a private insurance pool at all.
