I'd like to commend John Kunze for the substantial effort and
persistence he has brought to bear on the completion of RFC #1. We've
been too long in getting this document done as a community, and there
are lessons to be learned from this. One of the lessons is that our
'official' documents must have owners who can devote considerable
attention to negotiating closure and managing the editorial process.
There is an enormous amount of effort involved in juggling the diversity
of opinion on these issues and coming to what one believes to be a fair
representation of consensus, and the result can never be wholly
satisfactory. John did an excellent job in the face of plenty of
diversity of opinion.
