In the position paper it says:
7. Dublin Core elements have a human-readable descriptive name,
a machine-readable label (token), and human-readable definitions.
However, as of May 1998, the Resource Description Framework
Schema Core supports only the latter two -- the token and the
definition. [RDF]

I actually think the lack of a human-readable descriptive name
in RDF Schema a significant ommission. Without it, it will be
difficult to promote the reuse of core metadata schemas
(like DC) to an international audience.
