There is indeed a joint IMS centre funded by JISC, and run
by Bangor and the OU. As yet there is no Web page -- the
funding letter hasn't actually arrived yet (have I heard
that syndrome before?) -- but the OU will shortly be
mirroring the US project website.
The joint Directors are Paul LeFrere at OU and Oleg Liber
at Bangor (I think Paul's e-mail is P.Lefrere@ou,ac,uk;
Oleg's is [log in to unmask]) and they would be happy to
answer any questions.
Bangor incidentally has two ongoing projects which will
shortly be IMS-compliant and thus provide a practical
example: REM (Reseau d'enseignements multimedia), an EU
Framework four project; and TooMOL (Toolkit for the
Management of Learning), a JTAP project which deals with
the negotiation of suitable learning resources between
tutor and student, and which could have a relevance to
e-Lib (see http://toomol.bangor.ac.uk/).
