I don't think that you will find a "freeware" harvesting utility that
incorporates DC metatags.
Regarding freeware "harvesters" we had worked with the Harvest program,
http://harvest.transarc.com/afs/transarc.com/public/trg/Harvest/, which can
be customized. I understand that Swish,
http://www.eit.com/software/swish/swish.html can also be customized.
Lack of standardization for DC metadata tags has made it difficult to share
software.
It is encouraging to see the DC RFCs to the Internet Engineering Task force
in this regard.
