There is no formal 'standards' document yet, you should read the
'Semantics' and 'Syntax' pages.
I wouldn't be looking at SGML. XML (a derivative of SGML) is far easy
to handle (see <http://www.jtauber.com/xml> for a good XML page).
RDF is a proposed standard for metadata with linkages both to Dublin
Core and XML. A copy of the draft RDF standard can be found at
<http://www.w3.org/TR/1998/WD-rdf-syntax-19980216>.
I'm not sure exactly what your goals are, but the Public Records Office
of Victoria is just about to start a large project prototyping the
capture and archiving of electronic records in an agency. Metadata will
be a major issue in the project and some of the issues (metadata
standards and encoding) are likely to cross your interests in document
