I'm involved in similar projects. I've been experimenting with the
harvesting of embedded metadata and making the searchable through
Z39.50 in different ways. At the moment I would suggest that you embed
metadata as Dublin Core, and that you make it searchable through
Z39.50 using the GILS profile. However, there will be a DC profile and
I may very well change my mind during this spring.

It seems to me (I'm an outsider though) that the death of GILS in the
US requires a change of federal laws.
