I searched Medline using the phrase "anabolic steroids, musculoskeletal
effects" and ended up with 98 citations plus links to related articles.
There was a fair bit on triceps and quads ruptures, both in athletes and in
those people taking steroids for medical reasons. Most of the research on
cellular level effects seems to be done on rats but you may find it
informative. I didn't find anything specifically about the implications of
steroid use when considering ligament repair or reconstruction. One citation
listed may be of interest as a lit review:

I have the attention span of a gnat for reading through all of the
citations, especially when it's sunny outside, but hopefully this gives you
