Yes, here at the State and University Library Goettingen in Germany we
implemented a software you are looking for:
We use swish-E. An enhanced version of swish. Adapted to the special needs
of Dublin Core Tags in HTML documents.

In combination with WWWWais, the Web-Gateway of Wais, you are able to fill
in your search term like:
DC.Description=soil
and you will get back the documents with the word 'soil' in the
corresponding "abstracts".
There is a intensiv work on this site, so the implementation of a
comfortable web interface (selection of the searchable DC tags, selection
of the bool'sche operands, etc.) will be available soon.
For now you have to look at the DC and local syntax to create your search
term, sorry. The description of the used tags you can check at this URL:

Some words to swish-E:
1. You have to take a look at the original site of this Unix tool
http://sunsite.berkeley.edu/SWISH-E/
Here you can download it and get additionally the autoswish tool. A
graphical user interface for handling swish-E index.
2. The index of swish can be used with other broker interfaces. So you
don't have to use Wais. Try Harvest, Gary Malet recommended it in his answer.
We just experiment with the swish-E index and our Harvest system. In the
original distribution Harvest comes with Glimpse. But swish-E seems to be a
good alternative. It is much quicker.
