This question applies also to other elements, eg Creator.
Possible answers include:
1. Assume the ordering is significant and don't use tools that mess up
the ordering.
2. Use a construct such as:
<meta name="DC.Creator.1" content="Jack">
<meta name="DC.Creator.Address.1" content="Up the Hill">
<meta name="DC.Creator.2" content="Jill">
<meta name="DC.Creator.Address.2" content="Up the Hill">
The following would probably be logically more correct:
<meta name="DC.Creator.1" content="Jack">
<meta name="DC.Creator.1.Address" content="Up the Hill">
<meta name="DC.Creator.2" content="Jill">
<meta name="DC.Creator.2.Address" content="Up the Hill">
This would allow:
<meta name="DC.Creator.1" content="Jack">
<meta name="DC.Creator.1.Address.1" content="Broken Crown">
<meta name="DC.Creator.1.Address.2" content="Broken Crown">
<meta name="DC.Creator.2" content="Jill">
<meta name="DC.Creator.2.Address.1" content="Up the Hill">
<meta name="DC.Creator.2.Address.2" content="Tumbling After">
None of the above are ideal and that's where RDF will come in. The W3C will
shortly define the convention for including RDF in HTML files. You'll then
be free to use grouping, sequencing etc.
