This may save you some time. Check out the Gateway to Educational
Materials. We include the 15 Dublin Core elements , plus 8 more specific
to education. We also have developed controlled vocabularies for 6 of the
element sets, including resource type and format. We're a consortium
effort, sponsored by the National Library of Education and the U.S.
Department of Education, and are in the second year of our project.
