No.
Please note that most of the differences between the HTML 3.2 spec and the
HTML 4.0 spec were already implemented in popular tools before the HTML 4.0
spec was issued as a W3C Recommendation on 18-Dec-1997.
A few features were included in the HTML 4.0 spec relatively late on and so
may not be supported by some of the currently available tools. I would
expect the next versions of such tools to correct such defficiencies.
