I suggest that the following is likely to satisfy
the single-field requirement of DC-Simple, while
still bearing a sensible affinity to the more
structured form of the semantics which will be
encoded in DC-Qualified.

4.3.13 RELATION
The RELATION element indicates a link between
the present resource and another resource.
The relationship is fully specified by
the indentity of the two resources and the
nature of the relationship.
Relationships between resources fall into a number
of classes, such as parent-child, aggregations, etc.

The recommended method for expressing a relationship
in unqualified DC is:
IDENTIFIER = "unique identifer for the present resource"
RELATION = "relationship-type; unique identifer for the related
resource"
where "relationship-type" is a token drawn from the list above.
In the case where the DC metadata is embedded in
the present resource, the value for IDENTIFIER is
implied (ie the present resource).
Examples illustrating this usage are:
IDENTIFIER = "paper.html"
RELATION = "IsFormatOf; paper.doc"
IDENTIFIER = "Mt. Kosciusko"
RELATION = "IsPartOf; Snowy Mountains in Australia"
IDENTIFIER = "program.c"
RELATION = "Requires; stdio.h"
IDENTIFIER = "Peter Carey's novel Oscar and Lucinda"
RELATION = "IsBasisFor; 1998 movie Oscar and Lucinda"
(the casual form identifers used here for illustration
would be replaced by more formal identifiers in practice
- see IDENTIFIER).
In qualified DC the two components given in RELATION
here will be structured using sub-elements for easier
automated processing.
