Agreed, Doc1 is currently the important one, with an immovable deadline.
We should all be helping Stu to reach closure on that, and trying not to
sidetrack him and the process.

My take on this would be that we LEAVE IT WELL ALONE until Stu has got
Doc1 out of the way. AS SOON AS THAT IS DONE (I promise), Tony and I will
post our (effectively finished and ready for comment) texts for RFCs 3
(Semantics of Qualified DC) and 4 (Qualified DC in HTML) to the full
group. These are what we were asked to write following Helsinki, and can
now be examined along with RFC 1 to see whether the consensus is that we
stick with the current BASIC UNQUALIFIED DC in RFC 1 versus extensible,
subelement-capable DC in RFCs 3 and 4, or munge things together somewhat,
as Stu began to do before some of us panicked...
Given that, as one of the people who put quite a bit into the process
behind RFCs 3 and 4, I'd ask that we NOT discuss the addition of
subelements to RFC 1 until people see how it ties in with the current
ideas in RFCs 3 and 4. If, having SEEN them, we decide to ditch/modify
them, then that's fine. It also, as I've already mentioned, seems to make
sense to hold this whole debate over until Stu gets his D-Lib paper out,
thus keeping meta2 free to service Stu's more immediate needs...
