I think your order is better, but for a slightly different reason.
When reading a list, I find it easier to understand the scope of the
list if the 'obvious' elements are at the top. It is far easier to
understand the scope of 'Content' if it starts with 'Title', 'Subject',
than if it starts with 'Coverage'!
