I just noticed that the W3C have recommended HTML 4.0 as of 18 December:

So we can now all* start throwing LANG and SCHEME attributes into our
<META> tags with reckless abandon!
However, this prompts a question; is there any significance in the
ordering of the attributes? In other words, is:
<META NAME=DC.Description LANG="en" CONTENT="Blah blah blah">
The same as
<META NAME=DC.Description CONTENT="Blah blah blah" LANG="en">
I ask this because we've started playing with a metadata search engine
for ADAM, and it works with the latter example but not the former.
