I understand your concerns about potential limitations on the
ability of the DC community to manage the evolution of the DC metadata
set. But I think the experience of the Z39.50 Implementors Group
(ZIG) and its role in the evolution of Z39.50 provides a very good
precedent for viewing DC community's relationship with an official
standards developing organization such as NISO. NISO provides a formal
approval process for the Z39.50 specifications that come out of the ZIG
(and the Z39.50 Maintenance Agency). Yet the ZIG -- which has no
official standing within NISO -- has basically been responsible for
enhancing and evolving Z39.50 since 1990.
I am just finishing my dissertation research on the
development/evolution of Z39.50, and I have looked closely at the role
of the ZIG and its relationship to NISO. A primary success factor for
Z39.50 at this point in time is the active involvement of a wide group
of stakeholders/implementors (i.e., the ZIG) in managing the evolution
of the standard as well as implementing the standard.
I think the DC community has a similar broad-base of
stakeholders/implementors that would manage the DC's evolution after it
became a NISO standard, maybe in concert with a DC Maintenance Agency.
