Just had a discussion of this issue with one of the companies that operates
Internet infrastructure. We suspect that navigational meta-information
will be brokered by trusted third parties. I would expect it to develop as
something like Yellow Pages -- it will cost money to describe your
resources; the more you pay, the more listings you can have. I'm referring
here to commercial listings; I would expect services like Altavista, Yahoo!
and so forth to continue their no-charge services, but I wouldn't be
surprised if they focus away from describing resources that are for sale.
