Hi Sheila,
There have been quite a few similar discussions at either this list or
web-support. Check the archived mesages at http://www.mailbase.ac.uk/
As a brief note, your view of the central support is what (I guess) you'll
find in most institutions (ie. a techie and an "text editor" doubling up as
graphic designer ... etc). As you move towards academic departments you
might find that most sites started with enthusiasts who took it upon them to
create web sites, in many cases, in their own time. (Treat them with love,
care and attention. Do not upset them).
With all the legal c**p that is threatening us from everywhere (and
increasing or perceived importance given to the www for marketing) you
might also find that many institutions will be moving towards a more formal
management of their www servers/sites, ie. You'll may also find that you
want more departments to create web sites, and keep them up to date and so
on.
As a response from departments you will get "we do not have enough resources
blah blah blah" or "we agree but ... we do not have enough resources blah
blah".
My personal opinion is that at the end of the day you are dependant on
the enthusiasts for most of your pages. Do not alienate them with just
sticks and no carrots.

In our case we are trying to set some formal responsibilites (ultimately with
the Head of department or project leader) and at the same time encourage
people to become active in web publishing. We have a point of contact for
each site but if the school/department wants to have a full committee or a
postgraduate student maintaining the site, it is up to them. They know best
what suits them.
