This is my experience with regard to my last (Loughborough) and
present (South Bank) University - I have found it to be
representative of many universities.

Not automatically, only if there is specific provision for support
costs. Thesis binding (soft and final copies) are usually not allowed
to be budgeted from the 'support' budget. Students may benefit from
spare funds to to dept. or industrial sponsor, but the usual answer
is 'no'.
> b) full-time students irrespective of funding source?
no
> c) part-time students irrespective of funding source?
never
> d) any other group (please specify)
as Q.1 industrially funded students may be able to put binding as a
costs to their sponsors (via. their dept.)
> 2. If it does pay for any of these groups, what proportion of
> the costs (or maximum amount) is paid?
If costs can be claimed they are usually the full cost of the
mandatory 3 copies (other copies must be paid for by self.)
As a note to students there is significant price differences between
binders. Costs per copy that I found ranged from £16 p.c. inc.
lettring to £25 p.c + lettering - and if you need lettering on the
spine and cover this would represent about £35. The recommended
binder (from my institution) was £22 + £1.50 lettering (spine only).
I went for the £16 complete option (Homerton binders, london), which
was very very niiice.
