IMPORTANT ANNOUNCEMENT FOR NEW AND EXISTING BOPCAS USERS.
THE INTRODUCTION OF BOPCAS SUBSCRIPTION SERVICES, DECEMBER 1ST 1998

BOPCAS is a current awareness service offering details of recent
British Official Publications from users "desktops" through a weekly
updated Web database (with backfiles to July 1995) and an e-mail
alerting service. Newcomers to BOPCAS might want to find out more
about BOPCAS before reading the rest of this announcement (see
http://www.soton.ac.uk/~bopcas/ ).
Summary
-------
BOPCAS value-added services (keyword searching, the abstracting
service, hypertext linking, browsing by category and the e-mail
alerting services) will become subscription services after November
30th (for the BOPCAS Database/Website and new users of the e-mail
alerting services) and December 18th (for existing users of the
BOPCAS E-mail alerting services). The purpose of this announcement is:
o to explain the reason for launching the subscription serivces
o to tell you more about the phased introduction of new subscription
arrangements for the BOPCAS Website and e-mail alerting services
including: prices, Silver and Gold subscription levels, what's
included in each level
o to tell you about our introductory offer - subscribe to BOPCAS
before the end of December 1998 and use the service until January
1st 2000 (for the price of a 12 month subscription)
o to let you know how to subscribe to BOPCAS - what you need to do
in order to continue using the BOPCAS value-added services
o to give you more information about BOPCAS value-added services
(e.g. abstracting service, e-mail alerting service, keyword
searching) if you are new to BOPCAS and want to find out more

Reason for introducing subscription charges for BOPCAS value-added
services
------------------------------------------------------------------
BOPCAS was inaugurated in July 1995 on the basis of a grant awarded
by the Higher Education Funding Council for England as part of the
non-recurrent element of the Non-Formula Funding Programme which
followed the Follett Report. This funding has enabled BOPCAS to
provide its value added services free-of-charge until now. However,
in common with other similar post-Follett projects, including most
of the eLib programme, it was assumed that funding would not be
open-ended and that the project would have to move to a self-financing
basis if it was to survive longer-term. Therefore, our aim, in
introducing subscription charges, is to ensure the longer-term
continuation of BOPCAS value-added services including: keyword
searching, the abstracting service, hypertext linking, browsing by
category and the e-mail alerting services.
BOPCAS Database/Website
-----------------------
The existing BOPCAS database/Website will remain free of charge
until November 30th 1998. However, starting December 1st 1998,
the value-added services available through the BOPCAS Website
will become subscriber-only services. Basic bibliographic details
of recent British Official Publications (for the current year)
will remain free-of-charge.
BOPCAS E-Mail Alerting Services
-------------------------------
Existing users of the BOPCAS e-mail alerting lists (as of
November 30th) can continue to receive weekly mailings until
December 18th 1998. However, starting December 1st 1998
(for new users) and December 18th 1998 (for existing members,
as of December 1st), the BOPCAS e-mail alerting services will
subscriber-only services.
Two Types of Subscription
-------------------------
Silver Subscription. Allows keyword searching; abstracts of
key documents with hypertext links to full-texts, where
available, on the Internet; browsing by publication date,
subject area and author, and access to any two of the
subject-based e-mail alerting services (see section: Services
included in your subscription)
Gold Subscription. Allows all of the above, plus access to all
14 of the subject-based e-mail alerting services, as well as
the "weekly update". Also, Intranet/network licensing for
internal redistribution of BOPCAS data (see section: Services
included in your subscription)
