National Digital Library for Science, Mathematics, Engineering and
Technology Education
     Article discussing the potential for a US national digital library for
     science, mathematics, engineering, and technology education.
Realizing the Hybrid Library
     Article outlining a number of eLib projects which are investigating
     ways in which the concept of the hybrid library can be implemented. It
     discusses each of these projects in turn, and looks at the key
     technological and managerial issues emerging from these projects.
Standards in the CHIC-Pilot Distributed Indexing Architecture
     Paper describing a project to investigate the feasibility of setting
     up a large-scale distributed indexing service for searching Web-based
     research information, and of providing a unified interface for users
     through the use of different standards and protocols.
Remote Authentication and Authorization for JSTOR
     Article which examines four alternative solutions to the problems and
     requirements of authentication of access to networked information
     resources: Mechanical Proxies, Application Proxies, Credential Based
     approaches, and a Proxy/Credential Hybrid. It concludes that campuses
     must establish authentication schemes, and that successful schemes
     will be able to mask their complexity from users.
Middleware for Digital Libraries
     Article discussing the use of intermediate software (middleware) to
     support distributed applications, using the provision of digital
     library services by universities as an example of a domain that poses
     many of the problems typical to this area.
Open Learning and the Internet in Public Libraries
     Report on the findings of a project to demonstrate how open learning
     materials available on the Internet could be integrated with the
     provision of local open learning resources to provide an enhanced
     learning environment in the public library.
Will Libraries Survive?
     Article considering the historical use of public libraries in the US,
     and whether the increasing availability of networked computers will
     diminish the public library's traditional role still further. It
     asserts that the book will remain the primary form for reading works
     which are at the center of cultural life and which make up the core of
     public library collections.
Probert Encyclopedia
     Reference facility for researchers, students and journalists,
     providing definitions and information on a range of subjects arranged

At the Speed of Thought: Pursuing Non-Commercial Alternatives to Scholarly
Communication
     Article discussing whether or not electronic publications are likely
     to replace primary journal literature. Includes information on
     barriers to independent scholarly publishing, prestige of editorial
     work and standardisation of material.
ICAAP: International Consortium of Alternative Academic Publication
     Canadian initiative dedicated to the development of an international
     alternative scholarly communication system outside of the commercial
     mainstream, promoting a model of high-quality scholarly communication
     free from the heavy costs of printing, distribution, and
     administration associated with the publication of print and commercial
     journals. Includes a list of scholarly journals - all freeware or low
     cost shareware titles - affiliated with ICAAP.
Inferring User Behaviour from Journal Access Figures
     Article from The Serials Librarian which outlines different methods of
     measuring usage of electronic journals, suggests that different types
     of access may be mapped to the user activities of browsing, reading
     and searching, and draws inferences about why different titles have
     different patterns of usage, eg whether they are primarily used for
     research and reference, current awareness or casual browsing.
Digital Alternatives: Solving the Problem or Shifting the Costs?
     Paper originally presented at an Association of Research Libraries
     workshop in September 1997, discussing the potential, promotion,
     impact and cost of electronic journals in relation to the traditional
     monograph.
Electronic Information Publishers Action Group
     A group aiming to promote effective use of information-based
     electronic products via discussion, publications and seminars. A fee
     of 25 pounds entitles members to one free copy of group publications,
     and discounted seminar rates.
First Monday: Internet Publishing
     Collection of over twenty peer-reviewed articles covering Internet
     publishing, electronic journals and electronic publishing in general.
The Work of the Encyclopedia in the Age of Electronic Reproduction
     Article which examines how the digitisation of literature affects the
     craft of editing, and the everyday work of content producers. It
     focuses on the Encyclopaedia Britannica, which has been profoundly
     affected by CDs and the Web, showing how digitization of the
     encyclopedia has affected the structure of articles and has begun to
     affect the character of editorial work, the responsibilities of
     editors, and relations with authors, animators and others.
Editor and Publisher Interactive
     News, industry information, research reports, and other selected media
     and publishing links.

     music with links to full text articles. Includes a UK business
     directory, links to newspapers, a map generator and weather reports
     for locations throughout the UK.
News Direct
     A news service with articles on selected topics including chemical
     science, biotechnology, pharmaceuticals, environment and agriculture,
     and food science. Articles are free of charge and sent directly to
     email addresses following registration.

Gifts of Speech: Women's Speeches From Around the World
     Text of over 100 speeches by Madeline Albright, Mother Teresa, Mary
     Robinson and Naomi Wolf.
Politication
     Set of articles and links on political history resources. Sources can
     be browsed via lessons focussing on particular themes in history, or
     in a traditional hierachy.
Journal of Democracy
     Journal which monitors and analyses democratic regimes and movements
     in several countries around the world. Offers free access to
     electronic versions of the annual Election Watch, and subscription
     access to the full text of articles from 1995 onwards.
UK Register of Members' Interests
     The official register of financial or other material interests of UK
     Members of Parliament, published under the authority of the Committee
     on Standards and Privileges. Comprises an introduction by the
     Parliamentary Commissioner for Standards, and an alphabetical listing
     of Members and their interests.
Web-Central.net
     A central resource for job seekers and employers to find Web related
     work and staff. Candidates can submit resumes, conduct job searches
     and apply for positions online. Recruiters and direct employers are
     able post job listings and search resumes.
Computer Supported Environment for the Teaching of Legal Argument
     Refereed article describing the architecture of a computer-based
     system which enables law students to practice argumentation in a
     regulated environment.
Address Directory for the Politicians of the World
     Postal addresses, and links to official Web sites for monarchs,
     presidents, prime ministers and provincial governors in over 190
     countries around the world. A zipped copy of the directory is
     available to download. Also includes a listing of email addresses for
     heads of state.
Canadian Forces Peace Support Training Centre
     A centre providing operational training for Canadian Forces and other
     personnel prior to deployment on peace support operations. Details of
     tasks, training and courses are given, together with relevant
     publications and training news on topics such as cultural awareness.
Disability Now
     News and features from the disability journal. Includes an archive,
     which can be searched by keyword, or browsed by subject categories,
     including housing, equipment, visual impairment and mental health.
Up My Street
     Offers extensive reference information about all areas of the UK,
     including statistics on property prices, secondary schools, colleges,
     council tax, health, crime clear-up rates, local services, MPs and
     unemployment rates. Searchable by post code or town name. It is
     intended as a demonstration of an effective Internet service for
     gathering, analysing and presenting valuable data that is otherwise
     obscure or inaccessible.
Education Lecturing Services
     Company providing a lecturing service, payroll service and online
     human resource advisory service for the British education sector, and
     a management information system developed for community colleges in
     the USA.
UK Lifelong Learning
     Official information on the encouragement, promotion and development
     of lifelong learning in the UK.
American Export Register
     Directory of American exportation, searchable by product, service or
     company. Searches can be conducted in six different languages.
A Taxonomy of Internet Commerce
     This article attempts to clarify terminology discussing the interface
     between commerce and the Internet. Its taxonomy of existing Internet
     business models has two main branches - transplanted real-world
     business models and native Internet business models. The paper also
     discusses the role of business, governments, regulation and ideology
     in the development of Internet commerce.

     Collection of over thirty peer-reviewed articles covering Internet
     economics, digital currency, electrnic cash, business and the
     Internet, and the Taxation of Internet commerce.
Identity Authentication and E-Commerce
     Refereed article discussing the use of identity authentication systems

National Gallery of Canada
     Canadian national art museum. Includes online art exhibitions,
     collections of contemporary Canadian, European, American and Asian
     art, and a virtual tour of the gallery. Also features slide kits on
     various artists providing information on their works, comments by the
     artist and suggested topics for discussion. Information available in
     English and French.
Gallery of Fascinating Photos
     A collection of photographs which have won awards from amateur
     photography competitions between 1968 and 1987. English or German
     language presentation.

Fiction House
