In his post, Stephen Drake was not asking for justification for continuing the
requirement for GCSEs; rather he was asking for input on a different system
of assessing candidate suitability for the job. A person can only possibly
possess a Library NVQ if they have worked in a Library. So this qualification
would not be a "fair" thing to ask for as a REQUIREMENT for a Library Assistant
post, as it would discriminate against those who had not worked in a Library
before and had therefore not had the opportunity to gain the qualification. So
Stephen's question is still valid; how might one assess the potential candidates
for a post?
