As I understand it, it covers all those whose work brings them into
contact with the audience and the phrase (I believe) means those who work
'in front of the house tabs' - the stage curtain to the rest of us. It
should include house manager, stewards, bar staff and so on, but not the
stage manager or any staff working backstage. Neither would it include the
stage-door keeper.
