Looking up the provisions in Wall "Copyright made easier"(page 227) we find
that "Section 15 of the Copyright Act 1911 contains the latest provisions
on legal deposit, apart from the change of 'British Museum' to 'British
Library' (in) 1972. . . . .The British Library must be supplied with a
copy automatically. Five othe copyright libraries, as they used to be
known, can claim copies from a publisher within one month of publication."
More detail is in Cavendish and Pool "Handbook of Copyright . . ." (page
152): "All UK (and Ireland) publishers must deliver one copy of each new
publication to the . . . British Library." . . . .'He (the publisher) shall
also if written demand is made before the expiration of twelve months after
publication, deliver within one month after publication, to some depot in
London named in the demand a copy of the book for' the five libraries."
Failure to comply will not cost the publisher a great deal" - 'a fine not
exceeding five pounds and the value of the book'! >

I hope that clears up the legal requirement angle.
