BRITISH GOVERNMENT BILLS
A new initiative will change the way British Government bills are
published and this will start on 24th November 1998.
Explanatory Notes (hence ‘ENs’) will be published with each qualifying
bill. ENs will explain why a Bill is being introduced and the logic
and purpose of each clause. ENs will be separate documents but will
be an important source of information for library users.
The following explains the detail of how they are produced and
acquired. If you’re not interested in that, press DELETE now !
· ENs will not be published in a separate sequence of parliamentary
papers but will take the number of the appropriate Bill. Henceforth,
we shall have ‘Bill 46’ and ‘Bill 46-EN’ : we shall also have ‘HL Bill
46’ and ‘HL Bill 46-EN’. · Finance Bills (of any type) will not be
“qualifying Bills”. · ENs should be published simultaneously but it is
probable that many will be delayed at least 48 hours. · ENs will be
separately priced items and subscribers will be able to opt for a
subscription with or without ENs. · It is anticipated that ENs will
regularly be longer (and therefore more expensive) than the Bills they
describe. · When a Bill is reissued after the Committee stage, it will
NOT have a new EN unless it has been radically altered. · When a Bill
is introduced into the second chamber (i.e. either the Lords or
Commons depending on where it was introduced), a new EN will be
published. · When a Bill receives Royal Assent, a new EN will be
issued with the Act of Parliament. · Each Bill or Act that has one
will bear a legend which explains that an EN has been produced. · ENs
will be published on white paper rather than the grey paper of the
Bills. · Full text of the ENs will be available on the Parliament
WWWeb site along with the Bills. Currently, the address is :
