On-line processing of written text has prevailed throughout the globe,
and the accelerated inter-cultural contacts as exemplified by the
growth of the Internet has made it obvious that on-line documents must
be non-intrusive and universally accessible.  However, the realities of
the actual situation is chaotic comparable to that of the tower of
Babel.  The only character set viable in any computing environment is
still the Latin Alphabet with the left-to-right writing direction.
Various Asian characters with many increasing numbers of people are
quite limited in use: far from the ideal computing environments.

Documents produced in a given environment are not only unintelligible
but could be destructive in another environment.  The underlying
problem is improper understanding of scripts and written languages.  In
fact, a sound knowledge of structures and encoding methods of all
categories of characters, a syllable, a unit of text processing and of
a glyph is indispensable for the explicit definition of a character,
which allows all characters in the world simultaneously.

This international conference particularly aims to address the
following issues:

1.Correspondence between a character and a code point must be clearly
  defined based on scientific analysis of the written text. 
2.Global coding of written languages cannot be implemented by
  switching multiple localities known as locales.
3.A given document may and must be able to contain characters of
  unspecified number of languages and character sets.
4.Graphic similarity does not decide linguistic affinity of a given
  set of characters.

The multilingual system developed here will be evaluated as well. The
problems around the Input Method (IM), in particular, are almost
impossible to discuss without the appropriate information from
reliable native users. Proposals from those native users are most
crucial.
