Dear Colleagues,
With kind permission from the Permanent Court of Arbitration, the full text
of the award in the first phase of the arbitration between Eritrea and Yemen
relating to island sovereignty and maritime boundaries in the southern Red
Sea is now available on the IBRU web site.
I have saved the document in PDF format to keep the file size to a minimum
(400kb). In order to view the file, you will need an Adobe Acrobat Reader;
if you don't already have one, it can be downloaded for free from
www.adobe.com. If you plan to print the award, be warned that even after I
reduced the font size it still runs to 95 pages.... I understand that the
award is now in the public domain and that it will be published in
International Legal Materials etc. in due course.
The file is available at http://www-ibru.dur.ac.uk/links.html. I understand
that our web server has been behaving a bit erratically in recent weeks; if
you have trouble downloading the file, please let me know.
If you don't fancy working your way through the whole award, we have
included a brief summary in the latest issue of the 'Boundary and Security
Bulletin', which has just been published. The Bulletin also includes
articles on the following topics:
- The Objectives of Land Boundary Management (Gerlad Blake)
- Boundary and Security Implications of the Congo War (Richard Griggs)
- Cross-Border Crime and the 'Grey Area' Phenomenon in Southeast Asia (Peter
Chalk)
- Protecting Maritime Zones from the Effects of Sea Level Rise (Alain
Khadem)
- The Karenni: A Troubled Borderland People and a Destroyed State (Carl
Grundy-Warr)
plus 60 pages of boundary-related news and reviews.
Regards,
m a r t i n
