Obtaining Circulars and Attached Reports Abstracted in this List
The circulars abstracted in this list are all available from the North
West Health Library and Information Service. We are happy to supply
any legitimate user in the North West with copies of public domain
health circulars (letters of guidance from the Department of Health).
Those outside of the North West Region should make use of their local
Library and Information Services. It should be noted that any attached
reports are only made available to staff of the 16 Health Authorities
across the North West Region and to members of the Merseyside &
Cheshire Health Libraries Group and the North Western Health Services
Librarians Association. If you are employed by a NHS Trust or in the
Primary Care Services within the North West Region and would like to
obtain a report that was attached to a circular, you must contact this
library via your own library service. If you are uncertain where this
is we will direct you to the relevant library service. Alternatively
these reports are also available from the NHS Responseline on 0541 555
455. It should be noted that you must be a NHS employee to use the
Responseline.
If an abstract states that an item has been requested from the NHS
Responseline this means it is not held as part of library stock at the
time the abstract was written and is therefore not available for loan
at the that time. However it will be made available at a later date,
the usual dispatch time for items stocked by the Responseline is 48
hours so please allow a fortnight for the item to be received and
catalogued. If you wish to check on the progress of an item please
call NWHLIS and we will be pleased to inform you.
If you have no access to these services and are not employed by the
NHS, NWHLIS is available for reference use only by appointment with
the librarian. The circulars themselves may also be obtained on the

Abstract : Sets out HA cash limited adjustment for prescribing
1998/99, this consists of the;
· balance of 1997/98 GP fundholder prescribing budgets (represents 2
months of prescribing activity). · amount representing forecast change
to HAs cash limit for payments to dispensers for costs of GP
fundholder prescribing 1998/99 (represents 10 months prescribing
activity) · amount to cover cash limited expenditure on nurse
prescribing, GP commissioning groups, cash limited PMS pilots,
virement projects and prescribing incentive schemes.
Totals adjustment in this circular may differ slightly from that
agreed with NHSE Regional Offices because the whole budget for
prescribing incentive schemes is being allocated.
All HAs should note that the drug cost element (not the element for
fees etc.) of the Personal Administration (PA) payments is classed as
cash limited. It is assumed HAs have allowed for this and for making
payments for PA drug costs for PMS pilots from non cash limited
accounts.

Title of Circ. : Insurance in the NHS.

Abstract : Ministers have decided that NHS Trusts should no longer
commercially insure against non- clinical risks and that the NHS
Litigation Authority (NHSLA) should look at adapting their operations
to take on board a new section 21 (risk pooling) scheme or schemes.
In some categories of risk these arrangements should be in place
before 01/04/99. Interim arrangements for commercial insurance
renewals are proposed (i.e. policies should be renewed until the new
scheme is in place). The new scheme aims to offer better value for
money.

Title of Circ. : Medicines Control Agency: Consultation letter
MLX247: Directive 92/27/EEC - Labelling and Package Leaflets: Proposed
amendment of the Medicines for Human Use (Marketing Authorisations
Etc.) Regulations 1994. Accession No. : 0005155 Abstract : Details
proposal to amend SI(1994)3144 'The Medicines for Human Use (Marketing
Authorisations Etc.) Regulations 1994' to ensure effective compliance
with 'Council Directive 92/27/EEC - Labelling and Package Leaflets' by
requiring manufacturers to supply sufficient spare labels and patient
information leaflets to accompany each dispensed medicine. This meets
the requirement of the directive that 'medicinal products may be used
correctly on the basis of full and comprehensible information'.
Marketing Authorisation Holders (MA) must obtain approval for labels
and patient information leaflets from the relevant competent authority
e.g. Medicines Control Agency.
It is proposed that the following quantity of labels and leaflets
should be supplied;
· 1 label and leaflet per 28 capsules or tablets for medicines
supplied in bulk. · 1 additional label and leaflet for packs
containing up to 1 months supply at minimum dose. · 1 label and
leaflet per 28 days or smallest likely dispensed quantity for patient
packs larger than 1 months supply at minimum dose. · Supplementary
labels and leaflets should be supplied in all cases within a
reasonable period i.e. 24 hours.
It is also suggested that to increase the number of prescriptions met
by a complete patient pack the government is considering some limited
form of rounding. This is likely to be rounding down to a complete
pack with the exception of prescriptions for multiples of 28 which may
be rounded up to 30. This rounding arrangement will be limited to 20%
of the prescribed quantity. This if accepted may negate the need for
additional leaflets and labels in some cases.
Exemptions are proposed for special containers (e.g. creams,
injections, lotions, calendar packs) which are not normally split.
Comments on these proposals are requested by 23/10/98.

requesting feedback on a number of questions posed in the light of
local experience. Replies should be returned to the Social Exclusion
Unit by 13/11/98. Will inform the development of an integrated
strategy to cut rates of teenage pregnancy.

If a device falls within these ranges users should check the top of
the mast for the type of pivot pin used.
If the pin is secured by;
1. a nut at one end the hoist has already been upgraded by the
manufacturer no further action is necessary 2. a 'key ring' at each
end the hoist should be withdrawn form service and Chiltern Invadex
contacted on the address detailed in the circular.
