Personally, I don't think there is one. They all have their faults.
I use Frontpage, which is reliable, but won't do some fancy stuff and
handles frames badly. Hotmetal is an acquired taste, and tends to fall over
at crucial moments. Dreamweaver is expensive and (in my opinion) weird to
use, since it is a not very much reworked port from the Mac - in addition it
seems to do the complex stuff much better than the everyday bits and pieces!
I tend to agree with Mike Carey - try the freeware. Netscape used to come
with a usable html editor - does it still?
