The best solution I have heard to this debate and the "lifelong" epr
came (though ? not originally) from a senior colleague in the RCGP.
His suggestion was that certain data, with the patient's consent,
should be "pushed" into a holding box, where it could be accessed with
certain authorisations. The full GP record would remain entirely
within the practice, and not accessible to those outside. However most
patients would willingly give their consent to significant bits of
their medication or other history being available to OOH services, A&E
and no doubt others.
The underlying technology needed would be very similar to that which
Adrian suggests, but the enquirer would not be dialing in to an
individual practice, only to a data holding facility.
