I entirely agree and I believe I have made this point recently on gpuk.
LAC (local authority circulars are numbered in 30's).
Was it something that Gaius Petronius said?
Having suggested to our local HA managers that they ought to complain to
'head office', they displayed their usual skill and wit, and did nothing.
Having received HSC 228/LAC 32 and HSC 230/LAC 31(yes the numbering
is reproduced accurately), regarding PCG's and timetable for
implementation plans, etc to be in place by mid-January 1999, as Chair of
my Board I rejected the 'deadlines' outright. The temping CEO said I
couldn't do that. So I said, "then were is our base-line budget which you
should have been produced by 31st September, please?" QED.
