The actual amount HAs will get is about £13/head management costs (the
'envelope'). The £3 is the nominal extra amount for PCGs management, and
closing down GPFH is supposed to come out of this. However I believe
that PCGs could reasonably demand proportionately more from the HA if
(at level 2) they were taking on significant amounts of work that the HA
formerly did (ie commissioning). So don't take this lying down. Demand
(with some justification) more from your HA.
