The NHS Code of Openness should be sufficient - any HA or Trust not
following it is clearly either in receipt of secret instructions that
it was not intended to be taken seriously, or else they are acting
to frustrate the intentions of the political leadership.
A large number of legitimate requests for information to any NHS org
citing the code should rapidly demonstrate to it that extranet
solutions are economically sound.
